The online application will be available and linked here from July 25-August 25. We will review applications after the application closes on August 25. Applications will be scored and ranked for eligibility.

You must you meet all eligibility criteria outlined above and be currently enrolled in Seatle City Light’s Utility Discount Program (UDP), the Low-Income Home Energy Assistance Program (LIHEAP), or Shoreline Wastewater District’s utility assistance programs to qualify.

If you are selected to get a free heat pump and installation, we will connect you with a qualified installer who will provide a free site assessment, quote, and recommend the best heat pump system for your home.

The City will help guide you through throughout this process and answer any questions you have. Due to the high interest in this program, we anticipate installations will occur between September and December 2026.

You must use one of our qualified installers to be eligible for the Energize Shoreline $2,500 rebate and cost-covered heat pump and installation incentive.

$2,500 Heat Pump Rebate

Removing existing natural gas, oil, propane, or wood heat for self-funded installations is recommended but not required. Electric backup heat may remain, but you should use your heat pump as the primary source of heating and cooling.

FREE Heat Pump & Installation

If you are selected to receive a free heat pump and installation, you are required to remove/fully disconnect any existing fossil fuel heating system (including natural gas, oil, or wood).

Seattle City Light: When your contractor purchases a high-efficiency heat pump they can receive a $300-$600 instant discount that they are able to pass on to you in their bid. Ask your contractor about this Seattle City Light discount. 

Puget Sound Energy: When your contractor purchases a qualifying heat pump they can receive a $300-$600 instant discount that they are able to pass on to you in their bid. Ask your contractor about this PSE discount. 

Energize Shoreline: The City of Shoreline offers a $2,500 rebate on select high-efficiency heat pumps via your contractor's bid. Note: You must attend an Energize Shoreline workshop and work with a qualified installer.

Puget Sound Cooperative Credit Union: Offers low-interest home energy loans for eligible energy improvements.

Heat pumps are two appliances in one — they heat and cool your home. A heat pump can replace your traditional air conditioner and home heating system (like a furnace, boiler, or baseboard heat). They also have a bunch of other great functions, like filtering and dehumidifying indoor air.

Heat pumps work by transferring heat to exactly where you need it. 

Like your refrigerator, heat pumps use electricity to transfer heat from a cool space to a warm space, making the cool space cooler and the warm space warmer. During the heating season, heat pumps move heat from the cool outdoors into your warm house. During the cooling season, heat pumps move heat from your house into the outdoors. Because they move heat around rather than creating it, heat pumps are 3-5x more efficient than current oil or natural gas furnaces.

Yes. It’s a common myth that heat pumps don’t work under extreme cold conditions. In fact, under cold weather conditions, heat pumps perform more efficiently than traditional fossil fuel and electric-resistance heating systems. They are a reliable choice for keeping you comfortable in your home from the coldest to the hottest days in the Pacific Northwest.

The upfront cost can range from $5,000 (for a single mini-split) to $30,000 (for a whole-home system in a large home). Ducted systems often require more custom solutions, and the cost will increase depending on your home’s needs. Energize Shoreline will help you identify any tax credits or cash rebates you might be eligible for. The program will also connect you with a vetted installer, providing you time savings and peace of mind. The final cost will vary from case to case but could be hundreds or even thousands of dollars lower.
