Program Overview
About 42% of Shoreline's greenhouse gas emissions come from using fossil fuels to heat our homes and buildings. Reaching our goal of reducing these emissions by 60% by 2030 will be a significant challenge. Fortunately, the tools and technology to make this happen are within reach - like heat pumps!
Energize Shoreline is a program that provides free educational workshops about heat pump technology and exclusive savings on heat pumps for Shoreline residents.
Exclusive Discounts
Energize Shoreline offers three tracks for residents to save on a heat pump:
- Standard Track: A $2,500 discount* for eligible homeowners who purchase and install a qualifying heat pump through a participating installer.
- Moderate-Income Track: A $6,000 discount* for eligible homeowners who purchase and install a qualifying heat pump through a participating installer. Household income must be between 81% and 150% of the King County Area Median Income (AMI).
- Low-Income Track: Covers 100% of heat pump equipment and installation costs* for eligible homeowners enrolled in Seattle City Light’s Utility Discount Program (UDP), the Low-Income Home Energy Assistance Program (LIHEAP), or Shoreline Wastewater District’s utility assistance program.

Eligibility
Standard Track
You are eligible for the $2,500 discount if you:
- Own a single-family home or townhouse in Shoreline.
- Have a home that is primarily heated by a natural gas, oil, or electric resistance heating system that is in working condition. (Homes that currently use a heat pump as their primary source of heating are not eligible.)
- Attended an Energize Shoreline workshop in 2025 or 2026.
- Choose a heat pump from our Qualified Product List.
- Use a contractor from our Qualified Installer List.
Moderate-Income Track
You are eligible for the $6,000 discount if you:
- Meet all of the above criteria for the Standard Track.
- Have a household income between 81% and 150% of the King County AMI. (See below for household income limits.)
Low-Income Track
You are eligible for a 100% cost-covered FREE heat pump and installation if you:
- Meet all of the above criteria for the Standard Track.
- Are enrolled in Seattle City Light’s Utility Discount Program (UDP), the Low-Income Home Energy Assistance Program (LIHEAP), or Shoreline Wastewater District’s utility assistance program.

Low-Income Track
To apply for a FREE heat pump and installation, follow these three easy steps. Note: Not everyone who applies may receive a cost-covered heat pump. Terms and conditions apply.
