Program Overview

About 42% of Shoreline's greenhouse gas emissions come from using fossil fuels to heat our homes and buildings. Reaching our goal of reducing these emissions by 60% by 2030 will be a significant challenge. Fortunately, the tools and technology to make this happen are within reach - like heat pumps!

Energize Shoreline is a program that provides free educational workshops about heat pump technology and exclusive savings on heat pumps for Shoreline residents.

The program is currently closed for 2025. The City plans to open the program in the summer of 2026. Please reach out to us if you would like to be added to our communications list for Energize Shoreline.

Program Tracks (Currently Closed)

The program offers two pathways for Shoreline residents to receive savings on a heat pump installation.

  • Self-funded track: Homeowners may be eligible for a first-come, first-served $2,500 discount* from the City of Shoreline for their heat pump installation.
  • Income-qualified track: Homeowners who are enrolled in Seattle City Light's Utility Discount Program (UDP), the Low-Income Home Energy Assistance Program (LIHEAP), or Shoreline Wastewater District's utility assistance programs may apply for funds to cover 100% of installation costs*. To qualify, you must meet all of the eligibility criteria, and have documentation to verify your enrollment in one of the above programs (UDP, LIHEAP, or Shoreline wastewater assistance).

 Eligibility

To be eligible for either program track, you must: 

  • Own a single-family home or townhouse in Shoreline.
  • Have a home that is primarily heated by a natural gas, oil, or electric resistance heating system that is in working condition.
    • Homes that currently use a heat pump as their primary source of heating are not eligible.
  • Have attended an Energize Shoreline workshop.
  • Choose a product from the Qualified Products for Energize Shoreline list.
  • Use a contractor from the City's Qualified Installers List.

To qualify for a cost-covered heat pump installation, you must meet all the above criteria and be enrolled in Seattle City Light’s Utility Discount Program (UDP), the Low-Income Home Energy Assistance Program (LIHEAP), or Shoreline Wastewater District’s utility assistance program.
