Program Background

Transportation is Shoreline's biggest source of greenhouse gas emissions, making up 55% of our total emissions. Most of these emissions come from gasoline-powered cars. Our goal is to reduce these emissions by 60% by 2030, which will be a big challenge. To reach that goal, we're encouraging biking and other transportation options that reduce driving in the community. Reducing community-wide driving also helps lower air toxics, as on-road vehicles are a major source of these pollutants in Washington.

Program Overview

Pedal Forward Shoreline is a program that offers Shoreline residents the opportunity to receive an instant rebate to purchase an e-bike at a local bike shop. The program will offer a limited number of two kinds of rebates:

  • Income-based $1,500 Instant Rebate: Available to applicants who are considered low-income and reside in a household with gross household income at or below 80% of the King County Area Median Income (AMI). Applicants seeking the $1,500 instant rebate must provide income verification as part of the application process.
  • Non-Income based $500 Instant Rebate: Available to applicants who meet all program eligibility requirements but do not meet the income-based requirements for the $1,500 instant rebate.

The online application for instant rebates will be open from Wednesday, June 3, 2026 - Wednesday, June 17, 2026.

Program Eligibility

To be eligible to apply for the instant rebate, applicants must meet ALL of the following requirements:

  • Be a resident within the city limits of Shoreline, Washington.
  • Be at least 18 years of age.
  • Submit valid photo identification.
  • Have a valid email address to send and receive program communications.
  • Has not received (or any other member in the household) a Pedal Forward Shoreline rebate.
  • Agree to purchase an eligible e-bike from a participating Pedal Forward Shoreline e-bike retailer.
  • Agree to comply with all applicable state and local laws, rules, and regulations related to the ownership and operation of an e-bike.

Eligible E-bike, Equipment, and Service

Instant rebates may only be applied to e-bikes that are Class 1, Class 2, or Class 3 e-bikes, as defined in RCW 46.04.169. This includes trikes and adaptive bikes.

The following e-bikes are not eligible for an instant Rebate through the Program:

  • Electric mountain bikes, of any classification
  • Used e-bikes
  • Previously purchased new e-bikes
  • E-balance bikes
  • Qualifying e-bike must be in new condition.  No used or refurbished e-bikes are eligible for the Instate Rebate.
  • Manufactured with a battery and motor as part of the bike; no aftermarket electrification kits can be added.
  • Provided to the rebate recipient fully assembled by the e-bike retailer.
  • The Instant Rebate recipient must purchase the e-bike in-person at the retailer’s physical storefront location.

Qualifying equipment includes the following types of new equipment:

  • Bicycle helmet
  • Reflective/high-visibility safety vest
  • Bicycle light(s)
  • Bicycle lock
  • Child seat and any child seat accessories e.g. pad/rollbars
  • Basket and basket frame
  • Net for bike basket
  • Pannier rack and pannier bags
  • Bell or horn
  • Mudguards
  • Mirrors
  • Phone holder
  • GPS tracking device
  • Trailer for hauling equipment or groceries

Qualifying services include:

  • E-bike assembly
  • E-bike tune up
  • Installation of load carrying equipment e.g. pannier rack, child seat, basket
  • Delivery costs

Instant Rebates applied towards qualifying equipment or services must accompany purchase of an e-bike. If there are remaining funds in the Instant Rebate after an e-bike is purchased, the balance of the Instant Rebate can be used for qualifying equipment or services.
