Instant rebates can only be used at participating Pedal Forward Shoreline bike shops. All participating bike shops will be within 10 miles of Shoreline City Hall.

The City is currently developing this list and will have it published on our website when the Pedal Forward Shoreline e-bike instant rebate application opens for residents.

Potential awardees of an instant rebate will be notified by email at the email address provided on the application form. Applicants will have 1 week from award notification to accept their instant rebate award.

If not claimed within 1 week, the instant rebate will be forfeited and an alternate recipient may be selected at the City of Shoreline’s discretion. It is the sole responsibility of the applicant to claim the instant rebate within the specified time frame.

Instant rebates must be redeemed within sixty (60) calendar days of being issued.

Photo identification and proof of residency within the City of Shoreline is required for participation in Pedal Forward Shoreline. The residential address provided in the application must match the address shown on submitted documentation for either the photo identification or proof of residency.

Examples of acceptable photo identification include:

• Government-issued photo identification (e.g., driver’s license, tribal ID card, employee authorization document, passport or passport card, state issued ID card, military ID, ext.)

Applicants who are unable to provide standard photo identification or proof of residency should contact environment@shorelinewa.gov to discuss alternative documentation options.

• Letter from an organization confirming Shoreline residency (for applicants unable to provide a physical address).

Applicants who meet all eligibility requirements and whose gross household income (before taxes) is 80% or less of the King County Area Median Income (AMI) may qualify for a $1,500 rebate. King County AMI at 80% or less means a household does not exceed the below income limits:

• Household of 1: $84,850
• Household of 2: $96,950
• Household of 3: $109,050
• Household of 4: $121,150
• Household of 5: $130,850
• Household of 6: $140,550

Household size includes all individuals living in the home.

Applicants qualifying for the $1,500 instant rebate must upload one of the following approved documents. Please redact or black out any Social Security Numbers on any documents.

• First page of the most recent Federal Tax Form 1040 showing Line 11 (Adjusted Gross Income).
  • For Form 1040-SR, submit the first two pages.
• Proof of current enrollment in any one of the following programs during 2025 or 2026:
  • Seattle City Light Utility Discount Program
  • Puget Sound Energy (PSE) HELP Program
  • Low-Income Home Energy Assistance Program (LIHEAP)
  • Supplemental Nutrition Assistance Program (SNAP)
  • Medicaid
  • Supplemental Security Income (SSI)
  • Enrollment in a property tax exemption or deferral program

In December 2022, the City Council adopted the Climate Action Plan (CAP), which commits to a 60% reduction in greenhouse gas (GHG) emissions by 2030, and net zero emissions by 2050. Transportation is Shoreline’s largest greenhouse gas emissions source, accounting for 55% of total community-wide emissions in 2019. Most of these emissions come from gasoline use in passenger vehicles. Therefore, one of the most important strategies to reduce GHG emissions in Shoreline is to reduce community-wide driving.

To reach that goal, we're encouraging biking and other transportation options to reduce driving and enhance connectivity in the community. Reducing community-wide driving also supports the reduction of key sources of air toxics. Based on 2019 emissions, the Environmental Protection Agency’s (EPA) Air Tox Screen Assessment shows that the key sources of air toxics in Washington are on- and non-road vehicles.

In 2025, the City ran a pilot version of Pedal Forward Shoreline. In the pilot, we supported 125 residents in receiving e-bikes, safety equipment, and biking education. 

This program was funded by the Washington State Department of Ecology  through their (Ecology) Air Quality in Overburdened Communities Grant. Ecology identified 16 areas in Washington that are overburdened and highly impacted by criteria air pollution. All areas ranked high on the Washington Environmental Health Disparities map and/or EPA's EJScreen mapping tool. These tools show where vulnerable populations face more risk or exposure to pollution. They also looked at other factors: social and economic differences, historic redlining, health care access, known health disparities (like increased asthma and lower life expectancy).

One census tract in Shoreline was identified as part of the North Seattle and Shoreline area. According to the various environmental justice tools, this area ranks high for proximity to heavy traffic roadways and diesel exhaust particulate matter emissions.

The map below shows the area of Shoreline where this grant applied. This was why only a certain area of Shoreline participated in the pilot program of Pedal Forward Shoreline.
