Project Overview

As part of the City's Pavement Preservation Program, this project provides pavement rehabilitation and repairs along N 155th Street between Midvale Avenue N to 15th Avenue NE. Construction will occur as three separate phases.

Phase 1: Pavement Overlay (Midvale Avenue N to 1st Avenue NE) & Pavement Repairs (1st Avenue to 15th Avenue NE)

Construction of this phase began in August 2022 and substantially completed in early October 2022. Asphalt on N 155th Street was milled down in the travel lanes between Midvale Avenue N and 1st Avenue NE and resurfaced with an asphalt overlay. Roadway spot repairs were also constructed from 2nd Avenue NE to 15th Avenue NE.

Phase 2: Curb Ramp Upgrades and Repair (Midvale Avenue N to 1st Avenue NE )

Construction began on August 15, 2023, with the goal of upgrading curb ramps on N 155th Street to comply with Americans with Disabilities Act (ADA) standards. The project also included storm drainage improvements, spot repairs to sidewalks, curbs, and gutters, as well as enhancements to bike lanes. All construction activities were completed. 

Phase 3: Pavement Overlay (1st Avenue NE to 15th Avenue NE)

The City has secured funding to overlay N 155th Street from 1st Avenue NE to 15th Avenue NE. Design for this work is scheduled to begin in 2026 with construction planned to occur in 2027.

Tree Impacts

Phase 1

No tree impact.

Phase 2

Recommendations in the April 2023 Arborist Report have been incorporated into the project design. The project initially aimed for a 1:1 replacement ratio for the 32 trees slated for removal. During construction, only 28 trees were removed, while 32 new trees were planted. 

However, the amenity zone along N 155th Street falls short of the City standard, measuring 3 to 4 feet wide instead of the required 5 feet outlined by the Parks/Tree Board Tree List. To address this, the project team worked closely with the City arborist. Together, we are exploring replacement alternatives within the narrow amenity zone, considering factors such as the planting area's size and its proximity to power lines.

Phase 3

Tree impact will be evaluated during the design process.

Public Notification

Phase 1 Construction (Summer 2022):

  • On June 27, 2022, the City mailed a Construction Coming Soon Postcard to residents providing heads up of construction coming in summer 2022.
  • On August 16, the City mailed a Construction Notification Postcard to residents informing of planned construction scheduled to begin mid-August through October.
  • On August 26, 2022, the City mailed a Night Work Construction Notification Postcard, notifying residents of upcoming night-time pavement construction occurring the week of August 29 (between 7:00 p.m. and 5:00 a.m. Monday, August 29 night through Friday, September 2 morning).
  • On September 14, 2022, the City distributed written notification to residents along N 155th Street via a Door Hanger, notifying residents of night-time paving operations occurring Tuesday, September 13 through Monday, September 19 night (between 7:00 p.m. and 5:00 a.m.). 

Phase 2 Construction (Summer 2023):

  • On July 28, 2023, public notification signs were posted on trees designated for removal.
  • On July 20, 2023, the City mailed a Construction Notification Postcard to residents providing a notice of construction coming in summer 2023.
