The City has reviewed the 100% Plans, Specifications, and Engineer’s Estimate Package and is meeting with the consultant to discuss comments.

Project Overview and History

The current ditch and culvert system on 25th Avenue NE between NE 177th and NE 178th Streets is failing and is on the City’s hot-spot list to check before, during, and after heavy rain events. This project will construct ditch and drainage improvements. It will also fix road and slope stability issues on 25th Avenue NE.

The 25th Avenue NE ditch improvement project was developed to address several known drainage issues along 24th Avenue NE and 25th Avenue NE. The existing half-pipe system on 25th Avenue NE is prone to clogging and other inlet impacts that result in water commonly jumping out of the system and creating roadway or erosion nuisances. We are also addressing a combination of inlet and capacity issues on 24th. The project is funded by Surface Water Utility funding.

Construction Impacts

Construction is expected to take place in the summer of 2025. Residents in close proximity will be notified by letter closer to the start of construction.

While construction of this project may involve temporary lane closures, local access will be maintained.

As with most construction projects, nearby neighbors may experience:

  • Increased noise, dirt, dust, and vibrations,
  • Construction traffic and staging of large equipment in the area,
  • Lane closures, and
  • Parking restrictions.

Tree Impacts

An arborist report was prepared by a certified arborist from Bartlett Consulting during November 2023 to catalog the tree population along the project and provide recommendations for protection, retention, and removal. 

There are two significant trees that are recommended for removal and one that was found to be dead/non-viable. The two recommended for removal are bigleaf maple (Acer macrophyllum). One was rated as Very Poor in condition, health, structure, and form and is recommended to be removed due to severe and direct impacts to the critical root zone. The other was rated as Poor, Fair, Very Poor, and Very Poor in condition, health, structure, and form, respectively, and was recommended to be removed due to severe impacts to the canopy.

The arborist also recommended pruning the canopy of the two groupings of non-significant laurels.
