Project Overview

In February 2022, the Shoreline community passed the Proposition 1 Bond measure, that among other improvements within the City included improvements to eight of the City's parks. Brugger's Bog, Hamlin, Hillwood, Richmond Highlands, James Keough Park, Ridgecrest, Shoreview, and Kruckeberg Botanic Gardens will all receive capital improvements. To streamline the permitting and construction process, we are bundling projects based on their scope and permitting requirements. We anticipate substantially completing all park improvements by winter 2026.

History of Public Engagement

Before beginning design development, the project team researched the unique history of each park and held focus group interviews with the public. This information was used to create unique themes to reflect the history and surrounding neighborhoods. These themes were shared with residents in an online open house where residents could view and vote on the themes, provide feedback on the look, feel, and experience of each park, and provide comments for consideration. Notices for the online public house were included in the monthly Currents, on the City website, Recreation Guide, and with signage posted at each bond site.

We received approximately 300 online responses for the eight parks and the design team analyzed this feedback and incorporated it into design development.

The design team also interviewed City staff and considered current and future programming needs in the designs. The Parks, Recreation and Cultural Services/Tree Board also provided feedback as we finalized designs.

Parks Closed for Construction

Brugger's Bog Park is closed for construction through winter 2026

James Keough Park is closed for construction through spring of 2026

Upper Hamlin Park is closed for construction through fall of 2026.

The parking lot along 25th Avenue North (Upper Hamlin) will be closed July 2025 until the summer of 2026. Please see the logistics plan to learn more. There is no public parking available on School District property, but parking is available along Hamlin Park Road. The sidewalk on 25th Avenue NE will remain open and there is pedestrian access to the park indicated by signage.

The area around Ballfield 6 will be permanently closed at that time. Ballfield 5 will remain in service throughout the duration of the project. Parking and access challenges are expected at various phases of the project, especially during the demolition and construction of the accessible ramp area at the south end of the parking lot along 25th Avenue NE. The City will provide more details about any amenity closures as well as impacts on access and temporary access routes during the project.

Parks in Design Development and Permitting

Hillwood Park

The park is currently undergoing design development and permitting. Our new anticipated construction date is spring 2026.

Voter approved improvements at Hillwood Park will include the following:

New Public Art Coming Soon

As part of the Shoreline voters approved Proposition 1 upgrades, four types of public art are being developed to enhance the park experience:

Art benches: Artist-created seating will enrich the visual appeal, foster community connections, and invite daily interaction with art.
Fence artworks: Artistic fencing will complement traditional park elements, beautifying the space and engaging the community.
A labyrinth: An artist-designed labyrinth will provide a space for reflection and exploration,
A sculpture: A prominent sculpture will draw attention, transforming the park landscape and inspiring a sense of awe.

These projects are currently in design, integrating art into the ongoing improvements across Shoreline’s parks.

Completed Park Improvements

Richmond Highlands Park - Completed September 2025

The park reopened in September 2025.

Kruckeberg Botanic Garden - Completed August 2024

The new, accessible boardwalk reopened August 9, 2024.

Background

The design team worked closely with Kruckeberg staff and Board of Directors to design a boardwalk that created an accessible path from the upper to lower garden. The City conducted extensive survey, geotech, and arborist assessments to create a design with a light footprint and minimal impact on the current collection. The final layout included a six foot wide path with a maximum height of 12 feet. There is now an additional accessible ramp that ties into an existing trail.

Tree Impacts

Arborist Reports

The Parks Bond Projects create exciting opportunities to provide needed improvements to Shoreline Parks including accessible walking paths, playgrounds, spray parks, benches, off-leash dog areas, picnic shelters, and frontage improvements. Unfortunately, we cannot conduct these improvements and install accessible walkways without some impact on existing trees. Currently, we anticipate that these construction projects will remove a combined 43 existing trees, most of which are identified as non-native, diseased, hazard, or unavoidable in planned designs.

These estimates will change as we progress with park designs. We have conducted arborist reports that include revegetation plans and have been working closely with staff at Kruckeberg Botanical Garden to minimize the impact on trees, vegetation, and the garden collection as a whole. We’ve been able to retain most of the existing 1,526 trees within the project areas, while planning to plant new native trees at the parks.
