Phase 1 of the 148th Street Non-Motorized Bridge is under construction! Massana Construction began work on the side of the freeway in December 2023. Construction on this portion of the project is expected to be complete in mid 2026.
Phase 2, west of I-5, began construction in June 2025. Kraemer North America is performing the work for this phase. The bridge structure is being assembled on the west side of I-5 near the 145th Street southbound off-ramp. We anticipate the bridge span will be placed on the bridge piers overnight in early November 2026.
Completion of the project and bridge opening is expected in spring 2027.
Upcoming overnight full closure of I-5
In fall 2026 we will lift the bridge span into place across the freeway. To do this safely, we’ll need to completely close I-5 in both directions for one night between the N 145th Street exit and the N 175th Street exit.
Lane reductions will begin at 9:00 p.m. on a Saturday night in late October or early November. The freeway will be fully closed between midnight and 5:00 a.m. on Sunday. Once the bridge is in place, WSDOT will reopen I-5 one lane at a time. I-5 should be fully reopened by 6:00 a.m. on Sunday.

- People traveling through the region can avoid the closure by detouring to I-405 in Lynnwood or Tukwila
Project Overview
The City of Shoreline is growing and changing. New development has brought more residents to Shoreline. All residents need new ways to safely connect to light rail and future bus rapid transit options at the Shoreline South/148th Station. To meet these needs, the City of Shoreline is building a new pedestrian and bike bridge crossing over I-5 at N 148th Street.
The bridge will provide a vital new pedestrian/bike connection over I-5 for people walking, biking, and rolling. The bridge will improve safety, reduce travel times, and improve access to regional light rail and bus transit at the Shoreline South/148th Station.
Tree Impacts
Four trees were removed in Phase 1, as many trees had already been removed in this area for the Sound Transit Lynnwood Link Extension Project. This phase of the project does not include trees being planted.
Phase 2 of the project includes construction of the bridge and the connection to 1st Avenue NE. This project removed 47 significant trees and another 16 trees that are not considered significant (total of 63 trees). Most of the trees identified for removal were necessary to build the bridge and put it in place. We designed the project to protect 9 trees located on the Unitarian Church property near the connection to 1st Avenue NE.
Following the bridge project, WSDOT will be constructing a project to daylight Thornton Creek within the WSDOT right-of-way. Based on the timing of the projects, WSDOT has asked that the City not replant trees that are within the footprint of their daylighting project. The Thornton Creek project will have an extensive restoration plan that will include tree replanting. The 148th Bridge Project is planting 7 trees on private property outside the footprint of the WSDOT project.

Location and Design
The new bridge will stretch across I-5 at N 148th Street, be wide enough to accommodate pedestrians and bicyclists, and comply with Americans with Disabilities Act (ADA) standards.
The project team sought public input throughout the early design and planning phases through community briefings, an online public meeting, and online open house. Community input contributed to decisions about what type of bridge will be built, and how the bridge will connect to the new station on the east side of I-5 and to 1st Avenue NE on the west side of I-5. The project consists of these three elements, which are shown below:

Background
In 2016 and 2017, the City of Shoreline did a study to evaluate and recommend options for linking the communities on the west side of I-5 to the future Sound Transit Shoreline South/145th Station. City of Shoreline staff, Shoreline City Council, and consulting engineers evaluated five options. Public comment was provided at Shoreline City Council meetings.
The City estimated the location at N 148th Street would cost the least to construct, likely draw the most users, and of the routes possible, provide the shortest and most direct access to the Shoreline South/145th Station. The City also reviewed WSDOT and Sound Transit regulations in order to address safety needs around and across I-5. Shoreline City Council approved this location in February 2017.
The project team considered several options for each portion of the project. The team presented three design options for the bridge span, three design options for the East Bridge Landing, and two for the West Trail Connection. On June 1, 2020, City Council approved the following options as the combined preferred alternative that will move forward through design and construction. These options were selected based on public input and technical needs.
