The Surface Water Utility uses the Surface Water Master Plan to plan major construction projects that improve Shoreline’s stormwater drainage system.
When updating the plan, we look at potential projects identified through stream basin studies, drainage assessments, and system inspections. We then prioritize projects based on:
- How serious the problem is and whether it could affect people’s health, safety, or property.
- How many people or public services are impacted.
- Whether the project helps the City meet environmental requirements.
- The extent to which the project helps deliver City services equitably across neighborhoods.
- How well the project supports community priorities, like:
- Protecting and restoring local waterways
- Preparing for stronger storms from climate change
- Making Shoreline greener and more sustainable
- How well the project fits with other planned City improvements.
The highest-priority projects are included in the Surface Water Master Plan and included in the City’s 6-year Capital Improvement Plan (CIP). The CIP guides which capital projects get built and when.
Sometimes, urgent issues come up, like a culvert in poor condition that could damage a road. When that happens, we develop and add those projects into the next CIP to make sure they’re addressed quickly.
