A demolition permit is required for each structure over 200 square feet to be demolished. A permit is not required for partial demolition related to a building permit. Multiple buildings or structures may be included on a single permit if they are located on the same parcel. Examples include:

  • Demolition of single-family house, garage or storage shed.
  • Demolition of multifamily or commercial structure. 

How to Apply

Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record (PIN).

Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process. 

Required Documents

  • Permit Application and Critical Area Worksheet
  • Submittal Fee
    • Please reference the City’s fee schedule for current application fees. 
  • Civil Engineering Plans
    • Must include temporary erosion and sediment control (TESC) plan consistent with the Stormwater Pollution Prevention Plan.
    • Must identify the anticipated haul route for removal of materials from the site.
    • Note: For small projects, the civil engineering plans and the site plan can be combined into the same drawing.
  •  Site Plan
    • No clearing, grading, or tree removal is authorized under a demolition permit. Tree protection measures for all trees on-site must be shown on site plans, unless the demolition permit is concurrent with another permit showing removal work. 
  • Stormwater Pollution Prevention Plan (SWPPP)

Items Required at Permit Issuance

Some documents that were previously required at intake are now required at permit issuance instead. These items are still mandatory and must be submitted before the City can issue your demolition permit. Please review the list carefully, as some items require advance preparation.

  • Rodent Abatement Worksheet - Rodent abatement must begin at least 15 days prior to the start of demolition. Although the Rodent Abatement Worksheet is not required at intake, you must complete the worksheet and begin abatement early enough to meet the 15‑day requirement. 
  • Waste Diversion Plan and Salvage Assessment - A Waste Diversion Plan and Salvage Assessment is required for all construction and demolition projects with an area of work greater than 1,000 square feet or tenant improvement projects greater than 2,500 square feet. 
    • If a whole building is being deconstructed or demolished, the form must be completed by a salvage
      verifier that meets one of the following:
      • An established salvage and reuse retail company.
      • A licensed contractor specializing in deconstruction.
      • A demolition company with knowledge of local and current salvage retail markets
    • A list of possible salvage verifiers may be found through resources such as The Northwest
      Building Salvage Network
  • Puget Sound Clean Air Agency Notice - The City only needs confirmation that the Puget Sound Clean Air Agency has been notified of the demolition. No abestos reports are required to be submitted to the City as part of this requirement.
