A subdivision vacation provides a process to vacate a previously recorded subdivision, short subdivision, or binding site plan. This checklist covers submittal requirements for if you want to vacate or nullify a recorded subdivision or part of a recorded subdivision. Please review Shoreline Municipal Code (SMC) 20.30.427 to learn more about the City’s subdivision vacation regulations.
How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.
Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.
Prerequisites
- Neighborhood Meeting
- The neighborhood meeting must be held before the application can be submitted to the City.
Required Documents

- Submittal Fee
- Please reference the City’s fee schedule for current application fees.
- Neighborhood Meeting Summary
- Please see requirements in SMC 20.30.090(C).
- Must include list of meeting attendees and their contact information (address or email address).
- Must include a copy of the notice that was mailed, and the mailing list.
- Summary of concerns, issues and problems expressed during the meeting, and the applicant’s response to each item.
- A summary of proposed modifications or changes to address neighbor concerns, OR a summary of why the applicant is unwilling or unable to address the concern.
- Existing Subdivision
- A copy of the approved, recorded subdivision sought to be altered, together with all amendments to that subdivision recorded since the date of the original approval and recording.
- Proof of Ownership
- A copy of records from the King County Assessor’s office showing the current legal owners of each property within the subdivision (for staff verification of legal owners/signatures on petition).
- Property Owner Consent Form
- An executed consent from every person within the subdivision, or portion of the subdivision, that you are requesting to be vacated. All property owners must agree to file the application per SMC 20.30.427.
- Declaration of Applicant for Subdivision Vacation
- Form acknowledging the mailing, or hand delivery, of the Property Owner Consent Form(s).
- Restrictive Covenants
- If the subdivision is subject to restrictive covenants which were filed at the time of the approval of the subdivision, and the application for vacation would result in the violation of any covenant, the application shall include a copy of the restrictive covenants and contain an agreement signed by all parties subject to the covenants, demonstrating that the parties agree to terminate or alter the relevant covenants to accomplish the purpose of the alteration of the subdivision or portion thereof.
- Subdivision Vacation
- Survey of Existing Conditions.
- Must comply with RCW 58.09, Survey Recording Act and WAC-332-130, survey and land descriptions.
- Reference Datum.
- Horizontal NAD83 (1991).
- Vertical NAVD 1988.
- Name, address, and phone number of the person who prepared the drawing.
- Graphic scale and north arrow.
- Lot numbers and dimensions of all property lines.
- Any other information necessary to show the nature and details of the plat alteration, including any explanatory notes, if necessary.
- Survey of Existing Conditions.
