Subdivision is a two-part process, starting with a preliminary plat and ending with a final plat. This checklist covers submittal requirements for both final plat types: short (fewer than 10 lots) and formal (10 or more lots). Please review Shoreline Municipal Code (SMC) 20.30.450 to learn more about the City’s final plat regulations.
How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.
Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.
Prerequisites
- Preliminary plat
- A preliminary plat is required prior to a final plat.
- The final plat must be received within five (5) years of approval of the preliminary plat.
- Site Improvements
- The applicant may not file the final plat for review until the site work required for the subdivision, associated with the accompanying Site Development Permit and Right-of-Way Permit, is completed and passed final inspection or bonded per the requirements of SMC 20.30.440.
Required Documents

- Please reference the City’s fee schedule for current application fees.
- Cover Letter
- Describe how the development has met all approval conditions from the preliminary plat.
- Final Plat
- Reference the King County standards for documents to be recorded, RCW 58.09 (Survey Recording Act) and WAC 332-130-050 (survey map requirements).
- This is a survey document which includes the following items:
- Signature block for owner(s).
- Signature block for all lenders.
- Signature blocks for City and County staff.
- Legal descriptions, existing and proposed.
- Reference Datum (Horizontal NAD83 (1991), Vertical NAVD 1988).
- Drawings of existing and proposed lots.
- References to easements, covenants and other conditions, and their record numbers, represented graphically whenever possible. Include all items from Schedule B of the Title Report.
- Title Report
- Must be less than 30 days old.
- Must include Schedule B.
Additional Documents (Possibly Required)
- Right-of-Way Dedication
- Required for subdivisions that are required to dedicate public right-of-way or easements.
- Must be recorded with King County prior to approval. Please contact a Development Review Engineer for the necessary paperwork.
- Surveyor Lot Closure/Boundary Closure Documents
- Required for Final Formal Plats (subdivisions with 10 or more lots).
- Utility Easements
- Provide a copy of any utility, access, or other easements to be recorded prior to recordation of the final plat.
- Declaration of Binding Covenant
- Required for all unit lot subdivisions. Structurally dependent units must use the unit lot
development template, while structurally independent units must use the zero lot line
development template.

- Required for any project that proposes on-site stormwater facilities. Refer to Chapter 4.9 of the
