Rezone of Property

A rezone application allows a property owner to request a change to the zoning designation of their land. This process ensures the proposed zoning is consistent with the City’s long‑term plans and community goals. Please review Shoreline Municipal Code (SMC) 20.30.320 and the City’s Comprehensive Plan, which is referenced in the rezoning decision criteria. 

How to Apply

Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.

Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.

Prerequisites

  • Neighborhood Meeting
    • The neighborhood meeting must be held before the application can be submitted to the City.

Required Documents

  • Permit Application and Critical Areas Worksheet
  • Submittal Fee
    • Please reference the City's fee schedule for current application fees.
  • Cover Letter
    • Must explicitly address how the proposed use complies with the Rezone of Property Criteria (SMC 20.30.320(B)).
  • Neighborhood Meeting Summary
    • Please see requirements in SMC 20.30.090(C).
    • Must include list of meeting attendees and their contact information (address or email address)
    • Must include a copy of the notice that was mailed, and the mailing list.
    • Summary of concerns, issues and problems expressed during the meeting, and the applicant’s response to each item.
    • A summary of proposed modifications or changes to address neighbor concerns, OR a summary of why the applicant is unwilling or unable to address the concern.
  • Proof of Ownership
    • A copy of records from the King County Assessor’s office showing the current legal owners of each property within the subdivision (for staff verification of legal owners/signatures on petition). 
  • Site Plan
  • Title Report
    • Must be less than 30 days old.
    • Must include Schedule B. 

Additional Documents (Possibly Required)

  • SEPA Environmental Checklist
    • Required if the project is not categorically exempt as described in SMC 20.30.560 or WAC 197-11-800.
    • Additional fee for SEPA Environmental Checklist review is required at the time of application, as specified in the City's fee schedule
  • Approved Plat
    • Required for rezonings on properties composed of platted lots or portions of platted lots.
    • Provide a copy of the approved plat sought to be altered, together with all plat amendments recorded since the date of the original approved.   
  • Critical Areas Report(s)
    • Required for projects in or near environmentally critical areas, such as steep slopes, streams and wetlands. 
  • Geotechnical or Soils Report
    • Required for projects with fill or excavation of 500 cubic yards or more, when sites contain or are adjacent to slopes that are 15% or steeper, or when using certain storm drainage designs.
    • A geotechnical report or soils evaluation could be a required component of a critical areas report for certain types of environmentally critical areas.
  • Traffic Impact Analysis
    • May be required per SMC 20.60.140 and EDM Section 8(B). However, please confirm with the City Traffic Engineer prior to applying.
