A pre-application meeting is a preliminary meeting with city staff to discuss a development proposal prior to submitting for your permit application. The applicant receives written comments from staff outlining issues and permitting processes following the meeting. Pre-application meetings are 1.5 hours long and scheduled on Tuesday mornings. Meetings take place virtually using Microsoft Teams. 

How to Apply

Apply for a pre-application meeting online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply for New Project from the left-hand sidebar and select the following from the drop-down menu: Pre Application Online.

Required Documents

  • Pre-application Meeting Request Application and Critical Areas Worksheet
  • Submittal Fee
    • Please reference the City’s fee schedule for current application fees.
  • Building Information
    • Applicable building code(s).
    • Square footage (footprint and total).
    • Number of floors proposed.
    • Elevation (schematic).
    • Type of construction (if known).
    • Type of occupancy (if known).
    • Conceptual building floor plans (if possible).
  • Cover Letter
    • Written description of proposed project, include as much detail as possible.
    • Must include:
      • Address(es) and parcel number(s) of subject property/properties.
      • Existing use of property.
      • Proposed use, structures, number of dwelling units (if applicable).
  • List of Questions
    • List of questions from your team of professionals for staff to respond to specifically.
  • Site Plan
    • Site plans for pre-application meetings do not need the same level of detail as those for permit application – staff will accept conceptual plans missing several details at this preliminary stage. 

Optional Additional Information

  • Critical Areas Report(s) 
    • Not required to submit for a pre-application meeting, but any information about critical areas on the property can help to clarify what level of report may be needed later.
  • Geotechnical or Soils Report 
  • Solid Waste Worksheet
    • Please review the City’s Solid Waste Standards Handout.
    • Worksheet to be completed by applicant.
    • Required when new dwellings or commercial space are proposed, or if there will be a change to trash service areas.
  • Structural Calculations
  • Water Availability Certificate 
  • Supporting Documents
    • Other documents, studies, reports or information which help to clarify your request.
