This checklist covers submittal requirements for an administrative design review (ADR) request. ADR requests must be applied for and approved prior to submitting new development permit applications. Please review Shoreline Municipal Code (SMC) 20.30.297 for ADR criteria. Multiple departures may be lumped into one ADR application.
- Required for projects pursing the Deep Green Incentive Program (SMC 20.50.630). Review the DGIP Handout for more information.
- Minor departures from certain code sections:
- Multifamily Use Criteria Design Standards (SMC 20.40.465(C))
- Portions of the Neighborhood Residential Design Standards (SMC 20.50.080-90)
- Portions of the Single-Family Attached Residential Design Standards (SMC 20.50.160-190)
- Portions of the Commercial and Multifamily Zone Design Standards (SMC 20.50.220-250)
- Parking code (SMC 20.50.380-440)
- Landscaping code (SMC 20.50.450-510)
- Sign code (SMC 20.50.530-620)
How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record (PIN).
Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.

- Please reference the City's fee schedule for current application fees.
- Site Plan
- Cover Letter
- Must explicitly describe the departure(s) requested.
- Must include a narrative addressing the ADR criteria in SMC 20.30.297(A).
- In some cases, you will need to address the intent statements of the code you are requesting a departure from. For example, a departure from the landscaping code may need to address SMC 20.50.450, the Landscaping code’s Purpose section.
Additional Documents (Possibly Required)
- Deep Green Incentive Program (DGIP) Documents
- Required for any project using the DGIP. Must submit a cover letter that explains:
- Which green building certification the project uses.
- Which DGIP incentives and/or departures the project uses.
- How the project will meet the certification requirements. This must include a summary of the project’s expected energy use, water use. It should describe any innovative systems proposed.
- Include a concept-level design.
- Required for any project using the DGIP. Must submit a cover letter that explains:
- Elevation Drawings
- Required for departures from:
- NR design standards (SMC 20.50.080-90)
- Single-family attached design standards (SMC 20.50.160-190)
- Multifamily/commercial design standards (SMC 20.50.220-250)
- Landscaping standards (SMC 20.50.450-510)
- Sign standards (SMC 20.50.530-620)
- Required for departures from:
- Exterior Lighting Plan
- Required for departures from lighting standards in the following:
- NR design standards (SMC 20.50.080-90)
- Single-family attached design standards (SMC 20.50.160-190)
- Multifamily/commercial design standards (SMC 20.50.220-250)
- Required for departures from lighting standards in the following:
- Landscaping Plan
- Required for projects requesting departures from landscaping standards (SMC 20.50.450-510) or when landscaping is part of another departure request.
- Parking, Pedestrian and/or Vehicular Circulation Plan
- Required for projects requesting relief from on-site parking standards (SMC 20.50.380-440) or other design standards related to on-site walkways and access.
- Signage Plan
- Required for projects requesting departures from sign standards (SMC 20.50.530-620).
