This checklist covers all the requirements for new Emergency Responder Radio Coverage systems (ERRCS). This applies to new systems in new buildings and to fire alarm upgrades in existing buildings where the entire building is being upgraded to meet current codes and standards. These projects must comply with the International Fire Code, NFPA 72/1221, PSERN requirements, FCC regulations, and the Shoreline Municipal Code.  One fire permit is required for each separate system. If this does not apply to your project, then please refer to the ERRCS Over-the-Counter permit requirements.

How to Apply

Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.

Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process. 

Required Documents

In addition to the checklist below, any item listed in NFPA 72 7.1 may be required before a permit is accepted for review as per the fire code official.

  • Please reference the City's fee schedule for current application fees.
• Construction Drawings – scaled drawings showing the proposed work.
• Site Plan
• Cut Sheets
  • Set of manufacturers cut sheets on all equipment, including the National Electric Manufacturer’s
    Association (NEMA)-4 cabinet, battery backup (if using battery backup as standby power), and
    other equipment being installed. Clearly mark the specific model of equipment used.
• Letter of approval of the design from the Puget Sound Emergency Radio Network (PSERN)
• Proof of a License
  • Must be valid FCC-issued general radio operator’s license.
  • A certification of in-building system training issued by a nationally recognized
    organization/school or by the manufacturer of the equipment being installed.

Additional Permits (Possibly Required)

These are additional permit that may be required to accompany your project application depending on your scope of work.

• Electrical Permit
  • Modifications to, or installation of electrical circuits and fixtures.
  • Permits are through Washington State Labor & Industries (L&I), not through the City of Shoreline.
• Fire Alarm Permit
  
  • For the installation of or modification to fire alarm systems.
