This checklist is for a commercial mechanical and/or plumbing permit, which is required for installing or modifying heating, cooling, ventilation, gas, or plumbing systems in a business or other non‑residential building. These systems require plan review to ensure they are designed and installed safely for public and commercial use. Examples include:
- Installing or replacing large rooftop HVAC units that heat and cool a store, restaurant, school, or office building.
- Installing a new dishwasher in a commercial kitchen.
- Installing or modifying gas piping for commercial appliances such as boilers, dryers, or kitchen equipment.
- Replacing or upgrading a commercial water heater or boiler.
- Installing ventilation systems for spaces like commercial kitchens, labs, salons, or workshops.
- Adding or replacing a grease interceptor for a restaurant or coffee shop.
How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Commercial Mechanical-Plumbing Online.
Required Documents
- Mechanical/Plumbing Application and Fixture worksheet
- Submittal Fee
- Please reference the City’s fee schedule for current application fees.
- Construction Documents – scaled drawings showing the proposed work (site, architectural, civil, structural, and other applicable plans). Plans must be prepared by a licensed design professional and show compliance with the 2021 Shoreline Commercial Energy Code as modified in SMC 15.05.090. For this permit type, you must include:
- Site Plan – shows project locations, property boundaries, setbacks, and key site features.
- Mechanical plans must show the following:
- Plans must be stamped by a licensed engineer if the new or replaced equipment weighs over 400 pounds per ASCE 7-16.
- Mechanical layout showing each unit's location, weight, tonnage, duct layout and roof plan.
- Floor plan of rooms/heated spaces and energy code requirements. (heat/cooling loads)
- Kitchen Areas must meet standards outlined in Kitchen Hood Design Standards. Include the kitchen layout with equipment labeled.
- Plumbing plans must show the following:
- Plumbing layout showing all fixtures, equipment, and piping.
- Riser diagrams for waste, vent, water, and gas systems.
- Sizing information for plumbing fixure units, hydronic, and gas piping.
- Grease interceptor/trap information (if applicable).
- Special systems, if included in the project:
- Refrigeration systems – layout, equipment locations, ventilation, and detection information. Label kitchen equipment.
- Medical gas systems – types of gases, piping, layout and sizing. Identify storage room/location details.
- Pools, spas, or other water features.
- King County Non-Residential Sewer Use Certification Form or Edmonds (ULID#2) Non-Residential Sewer Use Certification Form – For additional and new plumbing fixtures.
Additional Documents (Possibly Required)
- Elevation Drawings
- Required for new rooftop mechanical equipment including hoods, additions to existing equipment, or replacements of existing equipment with larger equipment.
- Show each side of proposed structures and height of buildings from the average existing grade.
- Approval letter and/or approved plans from applicable Health Agency
- Required for food handling establishments including schools, churches, restaurants, groceries, mini-markets, hospitals, taverns and nursing homes.
