Wastewater new connection permits are required for installing any new side sewer service that connects to the City’s wastewater system. Applications must be submitted in conjunction with all new construction for installation side sewers connections on private property and within the public right-of-way. Examples include:
- New sewer connection for a commercial or residential building.
- New sewer connections for each unit of a townhome development.
- New sewer connections for attached or detached accessory dwelling units.
Please review Division 4 of the City’s Engineering Development Manual (EDM) to learn more about the City’s wastewater requirements. If you have questions about the City’s code or submittal requirements, please submit an Engineering Development Question Form to connect with a development review engineer who can walk you through the requirements.
How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.
Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.

- Please reference the City’s fee schedule for current application fees.
- Civil Engineering Plans
- Proof of Side Sewer Contractor License, Bonding, and/or Insurance
- For any work in the public Right-of-Way, public liability insurance is required. All contractors not working for a franchised utility company and/or individual must provide a certificate of liability insurance naming the City of Shoreline and Shoreline Wastewater as additional insured.
- Sewer Use Form
- A sewer use form must be provided for each new sewer connection to capture quantities of new structure(s) and/or fixture(s). Please submit an Engineering Development Question Form to connect with a development review engineer to confirm which treatment plant serves your property.
Additional Documents (Possibly Required)
- Floorplans and/or Diagrams
- Required for non-residential projects. Must show all plumbing fixtures.
