Industrial discharge permit applications are required when industrial process wastewater or dewatering activities from a permitted job site are intended to be discharged from a site into the City’s wastewater system. Examples include:
- Flushing potable water systems.
- Construction site dewatering.
- Groundwater treatment onsite prior to discharge to the City’s wastewater system. For example, dry cleaner site remediation and Point Wells oil contamination site cleanup.
- Long term connection of oil water separators. For example, King County bus barn and transfer station and car washes.
- Commercial activities producing effluents considered to be harmful to the wastewater system. For example, brewery, food production facility and any discharge other than black water.

How to Apply
Apply for this permit online at the City of Shoreline's eTRAKiT permitting portal. Once you are logged into your account, select Apply/New Permit from the left-hand sidebar and select the following permit type from the drop-down menu: Pre-Intake Record.
Once PIN requests are submitted, the rest of the intake process is facilitated by a permit technician. A permit technician will send further instructions by email to complete the process.

- Please reference the City’s fee schedule for current application fees.
- Civil Engineering Plans
- Traffic Control Plan
- Proof of Contractor License, Bonding, and/or Insurance
- For any work in the public Right-of-Way, public liability insurance is required. All contractors, not working for a franchised utility company and/or individual, must provide a certificate of liability insurance naming the City of Shoreline and Shoreline Wastewater as additional insured.

- Authorization Letter
- Required for all projects except for de-chlorination of approved water utilities.
- Letter must be from King County or the Edmonds Wastewater Treatment Plant.
