FORMATION OF THE SHORELINE METROPOLITAN PARK DISTRICT

The Shoreline City Council adopted Resolution No. 562 concerning the creation of a metropolitan park district in Shoreline.

This proposition would create the Shoreline Metropolitan Park District to finance and refinance the acquisition,  construction, operation, maintenance, programming, renovation, and expansion of a pool facility and future recreational facilities. The District, with the same boundaries as Shoreline, governed by a Board composed of City Councilmembers, would exercise powers in state law, provide ongoing funding, levy regular property taxes not to exceed $0.75/$1,000  assessed valuation (anticipated initial rate $0.55/$1,000, or as necessary to generate approximately $8.8 million annually).

EXPLANATORY STATEMENT

 If approved by voters, this proposition creates the Shoreline Metropolitan Park District (MPD) to finance and refinance the construction, operation, and maintenance of a new indoor pool facility and potential future recreational facilities. The MPD would have the same boundaries as the City of Shoreline (City). The MPD would be a new taxing jurisdiction (RCW 35.61) governed by a board composed of City Councilmembers. City staff would operate and maintain the pool pursuant to an agreement with the MPD.

The approximately 48,000 square foot facility would be built on City-owned property at 17828 Midvale Ave N. The preliminary accessible design includes an 8-lane lap pool with diving well; recreation pool with a lazy river for walking and floating; warmer hydrotherapy pool; sauna; universal changerooms; party rooms; parking; and outdoor spaces connecting to the Interurban Trail.

Creating the MPD would allow for construction of future recreational facilities should additional funding be available. The pool facility design leaves space for a potential recreation facility addition.

The anticipated initial property tax levy rate is $0.55/$1,000 assessed valuation, or as necessary to generate approximately $8.8 million annually. The maximum allowable rate is $0.75/$1,000. Revenue would pay for pool facility construction, operation, and maintenance. Revenue could only be used for the pool facility and future recreational facilities, not other City needs.

Tax collection would start in 2028. A homeowner with a median value home ($831,000 in 2026) would pay approximately $421 per year, an average of $35 per month, in additional property taxes.
