According to the Washington State Department of Ecology (DOE), stormwater runoff is the number one urban water pollution problem in the state. In February 2007, DOE issued the Western Washington National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Stormwater Permit to address stormwater quality. The Phase II permit was issued to cities with a population of greater than 10,000 but less than 100,000, which includes the City of Shoreline. The stormwater permit outlines a set of actions and activities that the City must implement to improve the quality of stormwater runoff within the City of Shoreline. The City already has many of the programs in place that are required by the permit and is working to ensure additional programs are implemented according to the schedule outlined in the Phase II NPDES permit.
The stormwater permit requires the City to submit an annual NPDES report and the City’s Stormwater Management Program (SWMP) to the DOE in March each year. The NPDES report summarizes the efforts that the City has made in the previous year to comply with the Phase II NPDES permit. The SWMP outlines a set of actions and activities the City is or plans to implement in order to comply with the permit provisions in the upcoming year.
