Phase: Pre-Design

During the Pre-Design phase, the City will discuss sidewalks improvements with property owners, community organizations and people who travel along 5th Avenue. The City has received community comments that improvements to the sidewalk is important for traveler safety, and a top priority of our community. Throughout the Pre-Design process, the City will remain in touch with the community to gather feedback on key points of the design. The City will work with a consultant to develop a community engagement plan, conceptual layouts of the sidewalk design, and conduct an initial land survey.

The City plans to construct sidewalk on both sides of 1st Avenue NE from NE 192nd to NE 195th Street. The sidewalk will connect to existing sidewalks on NE 1st Avenue. The project will provide new curb and gutters, curb ramps, alternatives for planters, drainage improvements, bicycle lane alternatives, and coordination of utility relocations.

Overview and History

When the City incorporated in 1995, it had approximately 53 miles of sidewalks. Since then, the City has added approximately 22 miles of sidewalks primarily through grant funding and private development. In 2019, the City developed an Americans with Disabilities Act (ADA) Transition Plan to address needed repairs and retrofits. 

In June 2018, City Council adopted the 2018 Sidewalk Prioritization Plan for new sidewalks. This was the result of a year-long process of the Sidewalk Advisory Committee and the community working together to develop a method of prioritizing new sidewalk construction projects and identifying possible funding sources.

In November 2018, voters approved a 0.2% increase in Sales and Use Tax for the construction and repair of sidewalks. As part of the ballot measure, twelve sidewalk locations were identified.
