Engineering Development Manual

The Engineering Development Manual (EDM) is a supplement to the Shoreline Municipal Code. The EDM provides information to help with the processes and requirements that apply to private development.

The EDM has four divisions:

Division 1:
Administration - Information about permits
Division 2:
Right-of-Way - Standards and other information about development within the City right-of-way
Division 3:
Surface Water - Policies and design standards about surface/storm water
Division 4: Construction and Inspection - Information about construction and inspection in the City right-of-way

The current EDM can be found here: Engineering Development Manual.

The current EDM is effective starting June 13, 2017. All permit applications completed after this date must meet the standards of the current EDM.

Future Revisions

The draft version of the 2019 EDM is now available for review.  Please share your comments on the Draft 2019 EDM by November 1, 2018, using the Online EDM Feedback Form.

Starting in 2018, the City plans to update the EDM every year. The EDM will be updated to incorporate changes in development code, meet current development needs, and revise formatting.

The estimated timeline for the annual EDM update process is:

  • July 1st: Deadline for public comments on the current EDM.
  • October 1st: A DRAFT updated EDM is published here for additional comment.
  • November 1st: Deadline for public comments on the DRAFT updated EDM.
  • January 1st: The FINAL updated EDM is published here and becomes effective.
